President Ilham Aliyev makes amendments to Order “On Improvement of Management of Household Waste”

President of the Republic of Azerbaijan Ilham Aliyev signed an Order on July 2 on amendments to Order “On Improvement of Management of Household Waste”.

Guided by Clause 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to continue the organization of the waste management system in the Republic of Azerbaijan in accordance with modern requirements and to implement this process in an organized manner in the liberated territories as well, I hereby decide:

1. It shall be determined that “Tamiz Shahar” Open Joint-Stock Company shall carry out the following activities:
1.1. Placement and neutralization of solid household waste generated in the territory of Baku city, as well as collection and transportation of such waste generated in the territory of the Gala settlement of Baku City;
1.2. Collection, transportation, placement and neutralization of solid household waste generated in the liberated territories, as well as placement and neutralization of other safe solid waste, until a new solid waste management mechanism is established in the Republic of Azerbaijan;
1.3. Placement and neutralization of solid household waste in the Tartar region.
2. The Cabinet of Ministers of the Republic of Azerbaijan:
2.1. to ensure the allocation of funds from the reserve fund of the state budget of the current year to finance the implementation of the works specified in Part 1 of this Order, and the provision of appropriate funds in the state budget of the following years;
2.2. to address other issues arising from this Order.
3. The following amendments shall be made to the Order of the President of the Republic of Azerbaijan No. 2983 dated August 6, 2008 “On improving the management of household waste” (Collection of Legislation of the Republic of Azerbaijan, 2008, No. 8, Article 750; 2010, No. 7, Article 610; 2014, No. 5, Article 477; 2016, No. 8, Article 1384; 2021, No. 6 (Book I), Article 631, No. 9, Article 1022):
3.1. in the title, the words “With household waste” shall be replaced with the word “With waste”;
3.2. according to the preamble:
3.2.1. the word “city” shall be removed from the second paragraph;
3.2.2. according to the third paragraph:
1. in the first sentence, the words “and other safe solid waste” shall be added after the words “household waste”;
2. in the second sentence, the words “and other safe solid waste” shall be added after “household waste” and the word “garbage” shall be replaced with “waste” and the word “garbage dumps” shall be replaced with “waste areas”;
3.2.3. in the fourth paragraph, the words “and other safe solid waste” shall be added after “household waste” and the word “city” shall be removed from that paragraph;
3.3. Part 2 shall be reworded as follows:
“2. It is determined that the Company carries out the following activities:
2.1. Placement and neutralization of all solid household waste generated in the territory of Baku City, as well as collection and transportation of such waste generated in the territory of the Gala settlement of Baku City;
2.2. Collection, transportation, placement and neutralization of solid household waste generated in the territories liberated from occupation, as well as placement and neutralization of other safe solid waste, until a new solid household waste management mechanism is established in the Republic of Azerbaijan;
2.3. Placement and neutralization of solid household waste in the Tartar region.”
