Graduated from Bogazici University, Türkiye.
Obtained his PhD in Economics from University of Georgia.
From 2010 to 2012 he has worked as the Advisor to Executive Director of IMF in Washington, DC, USA.
From 2012 to 2019 he has served in various positions at the Ministry of Finance of the Republic of Azerbaijan.
From 2019 he worked as Director of the Agency for Managing Public Debt and Financial Obligations under the Ministry of Finance of the Republic of Azerbaijan.
By the Order of the President of the Republic of Azerbaijan dated February 10, 2026, he was appointed as Chairman of the State Statistical Committee of the Republic of Azerbaijan.
