Graduated from Bogazici University, Turkey.
Obtained his PhD in Economics from University of Georgia.
From 2010 to 2012 he has worked as the Advisor to Executive Director of IMF in Washington, DC, USA.
From 2012 to 2019 he has served in various positions within the Ministry of Finance of the Republic of Azerbaijan.
Since 2019 he is the Director of the Agency for Managing Public Debt and Financial Obligations under the Ministry of Finance.
